HEALTH SYSTEMS AND POLICY DEPARTMENT
Health System in Pakistan presents a complex picture of a continuous struggle to improve health status of the people served, amidst poor governance, inefficient management, low budget and unjustified resource allocations. Therefore, health care system has not been able to perform to its maximum capacity, mainly because of an imbalance of human resource, facilities and finances between the urban and rural parts of the country. Yet, indicators have improved gradually but slowly relative to the targets of the millennium development goals.

Since Health Services Academy has the mandate of teaching/training, research and service in health systems, Health Systems and Policy Department aims to contribute in improving the health systems management by grooming leadership in health care within the country. The department derives its philosophy of work from the building blocks of health systems.
Goal
The department envisages contributing to health systems strengthening in the country by focusing on all the building blocks of the health systems.
Specific objectives (for next 3-5 years):
Capacity Building: Improve the quality, standards and range of educational and training programs in public health with a focus on health systems and policy.
Instituting Research: Explore and establish collaborations local, national and international public health institutions for advocating meaningful health systems and policy research, facilitating evidence based decision making in the country.
Health Systems Development: Establish and support community based sustainable health services delivery models, thus strengthening the primary health care.
Centre of Excellence: Develop the department into a centre of excellence for health systems research, teaching, training and policy advice.
