HEALTH ECONOMICS AND MANAGEMENT DEPARTMENT


Preamble

The Department of Health Economics and Management at Health Services Academy was established in Fall 2010. Given the scarcity of health economists in the country, the Department of Health Economics and Management has taken pioneering initiative to start this especially designed highly technical post graduate Degree Program in collaboration with the Quaid-i-Azam University, Islamabad.  The Department is providing high-quality teaching and research with the help of internationally renowned permanent and visiting faculty in the field of Health Economics.


Goal

The Department of HEM supports the Academy's mission by equipping students with a comprehensive set of skills and techniques as used in economics for the design and management of an efficient and effective health care system.


Objectives

  • To strengthen local capacity to learn to apply economic principles and techniques for the analyses of issues in the health sector policy and management.
  • To understand nature and implications of health economics and management.
  • To improve the decision making process in the health sector.
  • To prepare a pool of health economists and health managers in the country for an improved health and health care system.

In the light of the above goals and objectives this highly competitive, dynamic and vibrant Department provides a range of services to the students, researchers, policy makers and other stakeholders in terms of the following:

Job Prospects

After completion of this specialized program students can expect to find placement in the public sector organizations, Ministry of Finance, Planning Commission of Pakistan, other for-profit, not-for-profit sectors, research institutions, hospitals and other academic institutions, pharmaceutical companies and development agencies.

Academic Programs

M.Sc in Health Economics & Management
Master of Science Degree in Health Economics and Management (M.Sc-HEM) is awarded by the Quaid-i-Azam University and administered by the Health Services Academy (HSA) through a highly competitive and multi-disciplinary faculty that specializes in diverse areas of Health Economics, Health Management, and Public Health. M.Sc HEM has been designed as multidisciplinary post-graduate degree that trains experienced and young professionals in application of economic tools, techniques and skills as they are required in health sector policy, planning, finance and management.  Program duration is two years on a full-time basis. 
Duration:  2 Years on Full Time Basis (3 Semester Teaching + 1 Semester Thesis)

MS in Health Economics and Management

MS in Health Economics and Management will be a 9 months Post Graduate Degree
imparting specialized training in (i) Advanced Micro-Economic Analysis (ii) Advanced Macro-Economic Analysis (iii) Advanced Econometrics (iv) Market of Health Insurance (v) Economic Evaluation of Health Care Programs and (vi) Health Care Finance.   Accreditation will be obtained from a renowned local or international University.

Duration: 9 Months (2 Semesters Course Work + 1 Semester Thesis)

Proposed Start Date:  Fall 2012        

PhD Health Economics and Management (3 years Research Degree)

Health Services Academy intends to become an institution of higher academic learning and a centre of excellence in Health Economics Research.  In order to impart the highest level of education to our students studying Economics and Management, HSA will start its PhD Program from 2013 in collaboration with a reputed International University.  The need for PhD Degree is foreseen because of the pool of students being prepared by the Academy in areas of Economics and Management and to provide them an opportunity to attain academic excellence through producing original research.  Following areas of specialization will be available (i) Economics (ii) Finance (iii) Economic Policy (iv) Economic Evaluation (v) Health Management.  PhD Degree will be a 3 years research program. 

Duration:  3 Years on Full time Basis

Specialized Trainings/ Short Certificate Courses

The purpose of offering short certificate courses is to familiarize health care professionals with the basics of economic skills in the fields of evaluation, finance, costs and budgeting. The targeted audience for this course are personnel from the (i) Provincial and Federal Health Departments (ii) Provincial and Federal Planning Departments (iii) Cabinet and Finance Division (iv) Planning and Development Division (v) Ministry of Health (vi) Parliamentarians (vii) University and college students (viii) Media persons related to social sector development and reforms (ix) Social sector development analysts (x) International Organizations and (xi) Non-Governmental Organizations.   The following courses will be offered at different point in time during an academic year.

Post Graduate Certificate (PG Certificate ) and (Ex) MSPH Tracks

The Department of Health Economics and Management will offer three Post Graduate Certificates in (i) Health Economics (ii) Health Care Finance and (iii) Health Management. The PG Certificates are designed to provide an opportunity for the existing students of the Master of Science in Public Health (MSPH and Ex. MSPH) to have an opportunity to specialize in the selected areas which can be reflected in their Master’s Degrees.  Students will complete and earn 9 credit hours by completing these credits in the pre specified areas.

The PG Certificates will also be available to non-students of the Academy including on the job professionals of the federal and provincial Ministries of Health, various Health Departments and other allied fields.  The duration of the PG Certificate will be one Semester or 4 Months.

NETWORKING: PAKISTAN HEALTH ECONOMICS NETWORK (PHEN)

The Department of Health Economics and Management at Health Services Academy is the current host of this Network.  Under this Network, numerous activities are undertaken in areas of academic research, evidence based research, solicited and unsolicited policy advice, networking for health economic professionals, research based advocacy and dissemination of policy relevant research.  Under PHEN, a number of activities are planned each year, depending on the consensus of stakeholders. PHEN intends to conduct the second stakeholder meeting in December 2011


The Department of Health Economics and Management undertakes research under two different heads.

Student Research: The Department of Health Economics and Management support the students to carry out research in partial fulfillment of their Master’s Degree.   The Department supports the mentors and the students to produce high quality research in identified areas of health economics and management.

Faculty Research:  The existing faculty is provided support for carrying out research as part of requirement of their duties.  The faculty is encouraged to carry out research in HSA’s field development area (FDA) at Mandra or other places of interest.  Research is carried out in all years
