Background

Academic Distinctions

  • Gilani is first ever and only PhD amongst medical doctors in the AJK DoH (Department of Health) till date.
  • She stood first in her MSPH (Master of Science in Public Health) 2009-11 from Health Services Academy; Islamabad (affiliated with the Quaid-i-Azam University, Pakistan).
  • Gilani received distinction certificates in the Secondary School Certificate Examination and the Intermediate Certificate Examination.

Public Sector Managerial Experience

AJK Program Manager, Safe Blood Transfusion Service from September 26, 2001 till June 11, 2008 at the AJK Department of Health (DoH)

In this capacity, Dr. Gilani prepared draft legislation of the “Azad Jammu & Kashmir Transfusion of Safe Blood Act, 2003” and was successful in promulgation of the said Act. In compliance with the Act, she prepared PC-I (Planning Commission Performa # 1) document for the development project “Safe Blood Transfusion Service in AJK (2003-09)” for the purpose of establishment of infrastructure for Blood Transfusion Services (BTS) in the AJK with emphasis on prevention of transfusion-transmissible diseases like HIV/AIDS, Hepatitis B, C, Syphilis and Malaria.

Earthquake of Oct 8, 2005 demolished AJK Central Blood Transfusion Services (BTS) along with its satellite Blood Transfusion Centers in earthquake hit districts of the AJK. Her efforts in revitalization had been fruitful and AJK Central BTS was restored as the first revitalized department in the AJK Health Sector. She was able to achieve planned physical and financial targets of the project in the specified time period despite the damages caused by the disaster of the Oct 8, 2005. Liabilities and the Staff of the Project have been shifted on permanent/revenue budget by the department of Finance which is a rare happening in the public sector.

Dr. Gilani remained.”She prepared and got approval of the project document for the “National Blood Transfusion Service (NBTS) Project (2009-14)” in the AJK. She has been integrating activities regarding Safe Blood Transfusion in order to maximize benefits to the public.

Professional Distinctions

“Appreciation Certificates” have been awarded to Dr. Gilani by the AJK Department of Health Department for preparation and promulgation of the “Azad Jammu & Kashmir Transfusion of Safe Blood Act, 2003,” PC-I document for the project “Safe Blood Transfusion Services in AJK” and recognition of her efforts in revitalization of AJK Central Blood Transfusion Service from the damages caused by the Earthquake of October 8, 2005.
